On January 22, 2025, the Second General Assembly of the Dalian Cultural Industry Association convened at the Dalian International Conference Centre. The meeting thoroughly studied and implemented General Secretary Xi Jinping's essential directives on cultural industry development, fulfilled provincial and municipal deployment requirements, completed the Association's membership recruitment and leadership transition, and outlined the Association's future work plans. Guo Tiejun, Member of the Municipal Party Committee Standing Committee and Head of the Publicity Department, attended the meeting and delivered remarks. Zhang Jingxuan, Chairman of Dalian Voice Culture & Technology Industry Group Co., Ltd., was successfully elected as Vice Chairman of the new Council.
During the meeting, relevant comrades delivered reports on the work of the first council, the supervisory board, and the financial report. The assembly successively adopted the Association's charter, membership fee standards, and management regulations, and elected the second council and supervisory board of the Association. At the subsequent council and supervisory board meetings, the chairman and vice-chairman units of the second council, as well as the chairman and vice-chairman units of the supervisory board, were elected.
Following rigorous screening and voting, the new leadership team was formed. Wang Yansheng, General Manager of Dalian Cultural Industry Group, was elected as the new Chairman of the Board. Zhang Jia-shu, Vice President of the Cultural Industry Working Committee of the China Cultural Management Association and former General Manager of the Planning Centre at Dalian News Media Group, was elected as the new Secretary-General of the Board.
Zhang Jingxuan Elected Vice Chairman
Zhang Jingxuan, Chairman of Dalian Voice Culture & Technology Industry Group Co., Ltd., was successfully elected Vice Chairman. Eleven other industry leaders, including China Hualu Group and Dalian Culture, Sports & Tourism Industry Development Group Co., Ltd., were also elected as Vice Chairman units. These entities, which have achieved remarkable results in various fields of the cultural industry, will join hands in the future to fully leverage their respective strengths. They will contribute ideas and strategies for the innovative development, resource integration, and market expansion of Dalian's cultural industry, propelling it to shine with new brilliance in the new era and stride toward higher quality and greater influence.

The group maintains a diversified industrial portfolio spanning cultural industry investment and operations, innovative technology industries, and audio-visual and electrical system integration, establishing itself as one of China's leading cultural technology enterprises.
The group's World Music Culture Museum stands as China's first national-level museum that integrates Eastern and Western musical cultures, and the nation's sole music-themed museum, awarded National Grade II status. Zhang Jingxuan wears multiple hats across diverse fields. He serves as an Executive Director of the China Private Cultural Industry Chamber of Commerce under the All-China Federation of Industry and Commerce, Deputy Director of the Music Committee of the Chinese Museums Association, Director of the China Young Entrepreneurs Association, Executive Committee Member of the Liaoning Provincial Federation of Industry and Commerce, Standing Committee Member of the Dalian Federation of Industry and Commerce, Vice President of the Dalian Cultural Industry Association, Deputy to the Dalian Municipal People's Congress, and Member of the Ethnic Affairs, Overseas Chinese Affairs, and Foreign Affairs Committee of the Dalian Municipal People's Congress. Additionally, he has been honoured as a Dalian Model Worker and recipient of the Dalian May 4th Youth Medal. He is recognised as one of the ten most influential figures in Dalian's arts and culture scene.
The successful convening of the Dalian Cultural Industry Association's leadership transition conference marks a new phase of development for Dalian's cultural industry. Dalian Cultural Industry Association
Established in December 2018 and overseen by the Dalian Municipal Committee of the Communist Party of China's Publicity Department, the Dalian Cultural Industry Association is a local, industry-specific, non-profit social organisation formed voluntarily by enterprises and institutions engaged in cultural industry research, production, marketing, and services in Dalian. Over the past six years, the Association has dedicated itself to serving cultural enterprises. It has consistently strengthened the promotion and interpretation of industrial policies, vigorously facilitated corporate exchanges and collaborations, and promptly released market information and industry resources.
