The Ninth International Cultural Forum—United Cultural Forum of the Russian Federation commenced in St. Petersburg. Attendees included representatives from 73 countries, 56 official delegations, culture ministers from 34 nations, and approximately 1,000 cultural leaders, experts, and government officials who gathered to exchange ideas and discuss contemporary trends in cultural development.

Zhang Jingxuan, Director of the Dalian World Music Culture Museum in China, was invited by the Ministry of Culture of the Russian Federation to attend the forum. He delivered exchange speeches at multiple thematic sessions covering traditional culture, music culture, museums, and cultural industries. As a key guest speaker, he delivered a keynote address in the forum segment titled “Traditional Culture is the Foundation of Nation-Building.”
